The new outlet, at 1000 N Azusa Ave, Covina, CA 91722, will begin operations on 22 December 2025.
The appointments will follow the planned retirements of board members William Floyd and Samuel Borgese.
The companies argue that upfront tipping will reduce affordability for consumers, particularly amid cost-of-living pressures.
The chain is forecasting a further 350 to 370 openings in 2026, including 10 to 15 international partner-operated sites.
The restaurant uses a walk-up design for dense urban areas where space is limited and footfall is high.
The company is planning a further 100 openings in 2026 as part of its national rollout.
